{GAME_TITLE} is a satirical spy-fi lair building game where the player takes on the role of a criminal mastermind. The game is a direct sequel to the 2004 cult classic Evil Genius. Players build a secret lair on an island, train minions, set up trap networks, and work towards completing a Doomsday Device to take over the entire planet. The game has four playable Evil Genius characters, and each one has a separate campaign storyline.

Players start by picking an island location for their lair and then shape the internal structure of it room by room. The lair includes different functional areas such as training rooms, vaults, and power generators that minions use to operate. As the operation grows, players can train minions into specialist roles to handle more complex tasks inside and outside the lair. Powerful Henchmen can also be recruited to support the Evil Genius during operations and lair defence.

The Forces of Justice regularly try to infiltrate the lair, so players must set up trap networks to stop them. Traps in the game include devices like the Pinball Bumper and the Venus Spy-Trap. Players can combine traps in sequence so that intruders are passed from one to the next without escaping. The trap research and development is handled through an in-game tech tree that unlocks more complex traps as the player advances.

On the world map, players send minions on criminal schemes to gather gold and resources. The schemes include missions like selling the British Royal Family, kidnapping the Governor of Maine, and an operation called Bake Alaska. There are hundreds of such objectives spread across the world map. Completing these schemes also raises the global heat level, which causes the Forces of Justice to send stronger agents to the lair.

The Deluxe Edition of the game includes the Season Pass, which contains one full Campaign Pack, one Lair Items Pack, two Henchmen Packs, and two Minion Packs. The Oceans Campaign Pack, included in the Season Pass, adds a completely new Evil Genius character with a separate campaign. The game also has free crossover content, including a Portal Pack and a Team Fortress 2 Pyro Pack, which add themed items and cosmetics to the lair.
