Workers & Resources: Soviet Republic – Complete is a PC simulation and strategy game. It is a city-builder game where you take control of an unspecified small country and build it into a powerful industrial republic. The game is set during the Cold War era, starting from the 1960s and going up to the 1990s. With the Early Start DLC, players can begin as far back as the 1930s.

The game uses a centrally planned economy. You control everything — from mining raw materials like coal, iron, and oil, to building factories, transporting goods, and managing the daily lives of your citizens. Citizens need food, clothes, healthcare, education, and leisure facilities like cinemas and parks to stay happy and loyal.

A key feature is the Realistic Mode, where buildings cannot be instantly constructed. You must physically transport building materials like gravel, concrete panels, and steel to the site, hire construction workers, and use cranes and vehicles to complete the work. This makes the building process very detailed and realistic.

The game has a fully simulated global economy. Prices of goods on the market go up and down over time based on supply and demand. You can trade with both Western countries using dollars and Eastern countries using rubles, as your republic is non-aligned and free to deal with both sides.

Infrastructure management is very important. You must plan and build roads, railways, pipelines, conveyors, and power lines. Different vehicles are needed for different types of cargo. For example, oil requires tank trucks, while gravel uses dump trucks.

The Complete bundle includes the base game along with the Biomes DLC, World Maps DLC, Early Start DLC, and the official Soundtrack.
